Henry T. Garcia received his BA from the University of California, Riverside in Political Science in 1979 and his MA from the University of California, Los Angeles in Political Science in 1981. In 2001 he attended University of California, Berkeley where he studied "Strategic Management of Public Organizations." In 2004 the City Administrator attended the Weldon Cooper School of Public Administration Leadership Program at the University of Virginia. In his spare time, Henry is an adjunct professor of Public Administration for Cal State San Bernardino and also serves as a management consultant for cities and counties where he specializes in teambuilding, executive recruitments, and evaluations of City Managers and City Attorneys.

Henry T. Garcia started his adventure with the City of Rialto in June of 2001. As the City Administrator of the City of Rialto, which was incorporated November 17, 1911 with a current population of over 98,000 and is 24 square miles, he has brought with him tremendous amount of experience which includes over 20 years of management and line experience with large organizations. One of Henry's goals is to use his expertise and experience to assist a large city in entering the 21st century. In his first two years with the City of Rialto, some of his successes have included the resolution of the $1.8 million dollar deficit; creating the Transportation Commission; restructuring departments; hiring all new Department Executives; campaigning for Utility Users Tax; winning the vote on the Utility Users Tax in June of 2003; completing the new Senior Center project; acquiring over $5 million dollars in transportation grants; resolving perchlorate issues in Rialto; creating a new General Fund reserve and budget Utility Tax philosophy; eliminating the PERS tax; contracting out street sweeping; creating the Great Neighborhood Program; negotiating the completion of the funding and construction of the new 210 Freeway; creating a 4/10 work week; creating a 2-year budget cycle.

As a driver for an A/Fuel Dragster, Henry's intensity level craves an organizational environment that is constantly growing and advancing. Therefore, he thrives in a progressive city that has the dynamics that will allow the city to be a leader in innovation in the State.

Henry has one son - Dallas Kennedy Garcia.
