Mayor Pro Tem Joe Baca., is one of the newest members elected to the Rialto City Council. Prior to serving on the City Council, he was a member of the California State Assembly. With his legislative experience, he now serves on the League Legislative Task Force Committee. He also represents the City of Rialto on the San Bernardino County Municipal Water District with the other local representatives. The Mayor Pro Tem is passionate about infrastructure improvement and services in our community and represents the City on the Community Development Block Grand Ad Hoc Committee.

Mayor Pro Tem Baca brings a wealth of experience and home grown expertise to the Rialto City Council. He was raised in the City of Rialto, attending our local schools which include Boyd Elementary, Morgan Elementary, Frisbie Junior High, and graduated from Eisenhower High School. During his childhood, he participated in various youth activities, such as basketball and baseball, in our community. This brings to the City a strong presence of support for our youth programs and park services.

Not only was Mayor Pro Tem Baca raised in Rialto, he attended our local colleges receiving his AA degree from San Bernardino Valley College, BS degree from Cal State San Bernardino, and a masters degree in Public Administration from Cal State San Bernardino. His educational experience is supplemented with a six-year career in law enforcement and three-year experience of teaching in our local classrooms. He served as a member of the California State Assembly from 2004 through 2006 and had nine bills signed by the Governor. He worked on a variety of issues including veteran benefits, education, public safety, and local government improvements, including downtown revitalization efforts.

For his work at the California State Legislature, Mayor Pro Tem Baca was honored with distinction by the Congress of California Seniors, the California Labor Federation, and the Applied Research Center's Race and Public Policy Program for his 100% score on his legislative report card. He was also recognized by the Rialto-Fontana Branch of the NAACP and the Rialto Black History Committee for his contributions to the community.

Mayor Pro Tem Baca resides in Rialto with his wife, Jennifer, and substitute teaches in the Rialto Unified School District. Since he was elected to the Rialto City Council, he has worked diligently to increase funding for senior programs, implementing after-school programs for our youth, and increasing funding for our Police to address the issue of crime in our City.
