What is the Business Improvement District Association (BIDA)? The BIDA is a property based Business Improvement District that was formed by the local businesses and property owners to improve the downtown business district of Rialto. The BIDA is a public/private sector partnership through which the property owners within the specified district/zone agree to assess themselves for improvements, activities, management functions, and which provide special benefits upon real property for which the improvements and activities are provided. These property based tax assessments are not for the general benefit of the City.
As a legally standing organization, we serve as an advocate for the business district by formulating and conveying recommended public policy positions on matters affecting the District. We provide a structured framework for participants within the District to take advantage of economies of scale, especially as they relate to joining marketing, advertising, and promotional campaigns.
Why
To provide enhanced levels of traditional governmental services, such as public safety, property maintenance (litter pick up, sidewalk cleaning). Improve the overall beauty and unify the Downtown with landscaping, designer trashcans, public benches, and banners.
Enhance the image by creating an inviting environment and awareness that encourages customers to walk around and window shop. Increase property values, and business activity. Improve tenant mix, sales, and quality of tenants.
How
Graffiti has been eradicated in our Downtown, by taking it down within 24 hours. Crime has gone down significantly, since we hired our Downtown security guard. Clean Sweep Program, (broom and dustpan for each merchant). Keeping the property/business owner informed with Newsletters and Open Houses.
