San Bernardino County Housing Assistance Program (HAP)
The Homeownership Assistance Program (HAP) is a First-Time Homebuyer Program that provides down payment assistance to purchase homes in targeted areas of the county. HAP serves households earning 35-80 percent of the area median income level established by HUD. Applicants must have lived or worked in San Bernardino County for at least one year and not currently own their own home. The prospective homebuyer must be able to contribute at least three percent (3%) of the purchase price of the home, qualify for private first mortgage financing, and make monthly payments on the first mortgage. HOME assistance is provided under a deferred loan (Silent Second), secured by Deed of Trust. The property will be the applicant's principal residence.
